Domestic violence survivors seeking transitional housing encounter documented shortages of dedicated beds, particularly in Essex, Hudson, and Passaic counties where shelter occupancy rates routinely exceed 90 percent. State data from the Department of Children and Families show that 42 percent of shelter exits in 2022 returned survivors to unsafe addresses because no subsidized unit was available within 90 days.

Single-parent households headed by women aged 25-40 represent the largest group entering domestic violence shelters in these counties. Many hold service-sector jobs with irregular schedules and lack vehicles, limiting access to programs located outside NJ Transit rail lines. Survivors who are also immigrants or hold temporary protective orders face additional layers of verification that slow placement into existing scattered-site vouchers.

The funding requires applicants to demonstrate existing memoranda of understanding with at least two licensed domestic violence shelters operating within the same county. It further requires submission of unit turnover data for the prior 24 months and proof that proposed sites meet state habitability codes for families with minor children. Preference is given to proposals that locate units within 0.5 miles of public transit or within municipalities already participating in the state's Housing First pilot.

Unlike New York applications that emphasize borough-wide coordination, New Jersey requires demonstration of capacity to serve both urban and suburban ring communities simultaneously because many survivors cross county lines to access confidential shelters. Proposals must include a county-level bed inventory updated within six months and letters from local housing authorities confirming they will accept referrals from the funded project.

Workforce constraints include a statewide shortage of case managers holding New Jersey domestic violence certification; applicants must therefore budget for training 1.5 full-time equivalents per 10 units. Infrastructure requirements mandate compliance with the state's 2021 lead-safe certification rules and broadband access for virtual court appearances, which are common in protection-order proceedings.

Readiness assessment therefore centers on whether the applicant already operates or has contracted with a property manager licensed in New Jersey and whether the organization has closed at least one prior capital or operating subsidy application with the Department of Community Affairs within the past three years.
