Application requirements center on submission of a memorandum of understanding with a county veterans service office and proof of curriculum content covering Agent Orange exposure, traumatic brain injury protocols, and New Jersey-specific enrollment data in the VA health system. Review panels examine whether proposed course modules reference the 2022 New Jersey Veteran Survey showing 23 percent of rural veterans travel more than 45 miles for primary care. Budgets must allocate at least 35 percent of funds to simulation equipment rather than travel stipends, reflecting the state’s compact geography and existing commuter rail lines.
New Jersey’s applicant pool differs from Pennsylvania programs because the state’s rural veteran population is concentrated in the Delaware Bay and Appalachian counties rather than large agricultural regions. This geographic pattern requires proposals to address transportation corridors such as Route 206 and the Cape May–Lewes Ferry rather than long-distance rural transit systems. Programs that instead emphasize urban veteran clinics in Newark or Jersey City fail the rural service test.
Fit assessment shows strongest alignment for institutions already operating satellite campuses in Cumberland, Sussex, or Warren counties. These locations host the highest percentages of veterans aged 65 and older, a group that accounts for 41 percent of New Jersey’s rural veteran total.
