These conditions compound the statewide instructor shortage and restrict the number of sites that can meet the minimum operational thresholds required for multi-year grant cycles.

New Jersey's after-school STEM funding therefore requires applicants to demonstrate existing partnerships with at least one accredited higher-education institution and verified access to laboratory equipment rated for high-school use. Budget narratives must itemize instructor compensation at prevailing market rates for STEM professionals rather than standard youth-program stipends. Proposals that rely solely on volunteer coordination or temporary pop-up facilities receive lower priority because they fail to address the documented retention barrier.

Readiness documentation must also include letters from county workforce development boards confirming that proposed activities align with projected openings in New Jersey's life-sciences manufacturing cluster.
