Workforce constraints compound the issue. New Jersey's recreation departments draw from a labor pool already stretched by the state's pharmaceutical and logistics sectors, which offer higher wages for certified staff. Certified therapeutic recreation specialists number roughly 180 statewide, with 60 percent concentrated in the five northernmost counties. Rural southern counties report vacancy rates above 40 percent for part-time adaptive instructors.
Funding under this grant can address these documented shortfalls through targeted capital and operational support. Eligible applicants must demonstrate existing 501(c)(3) status and prior delivery of disability services within at least two New Jersey counties. Applications require submission of current participation data segmented by disability type and county, along with letters from county boards of social services confirming referral pathways. Equipment requests must reference New Jersey's accessibility code rather than federal minimums, and budgets must allocate at least 25 percent to staff certification or retention incentives.
New Jersey's application review weights proposals according to measurable increases in weekly participant hours per county. Projects that extend existing NJ Transit-accessible sites in high-density counties or establish new satellite programs in the four southernmost counties receive priority scoring.
