Operators in Newark, Camden, and Paterson manage systems serving 1.4 million residents where median household income falls below $55,000 and combined sewer systems still handle 35 percent of stormwater flows. These jurisdictions must sequence capital projects against federal consent decrees that set fixed compliance calendars. Smaller utilities in Elizabeth and Trenton operate with fewer than 12 full-time maintenance staff per 50,000 connections, limiting capacity for sensor deployment or hydraulic modeling.
Funding under this grant targets operational upgrades that replace or line 180 miles of pipe and install 90 new flow-control devices in the five most urbanized counties. Eligible applicants must demonstrate existing contracts with licensed engineers and hold current New Jersey Department of Environmental Protection permits for at least three years. Budget submissions require line-item documentation of equipment purchases and projected reductions in total suspended solids measured at downstream monitoring stations.
