Horticulture professionals often operate without dedicated staff for legislative tracking or intergovernmental coordination. Workforce data from the New Jersey Department of Labor show that fewer than 15 percent of public garden employees hold advanced credentials in policy analysis or advocacy. This constraint is compounded by the concentration of state agencies in Trenton, which requires travel time that small garden staffs cannot easily absorb.
Infrastructure limitations further restrict capacity. Many public gardens rely on volunteer boards rather than full-time government relations personnel. Broadband access varies across southern counties, affecting participation in virtual policy briefings hosted by state commissions. Transportation networks centered on commuter rail lines leave rural garden sites with infrequent connections to legislative hearings.
The scholarship program requires applicants to document current employment or affiliation with a New Jersey public garden and to submit a project plan that specifies at least one policy target, such as a municipal tree ordinance or county open-space referendum. Participants must complete a 40-hour curriculum that includes sessions on state administrative code, public records requests, and testimony preparation. Selection prioritizes gardens that can demonstrate a current staff vacancy or board resolution authorizing advocacy work. Unlike New York programs that emphasize statewide coalitions, New Jersey’s criteria require proof of local ordinance impact within 18 months of training completion.
