Who Should Apply in New Jersey Investigators affiliated with universities or independent research centers qualify when they can show current access to New Jersey's 21-county provider registry and demonstrate prior experience collecting data from Spanish, Portuguese, Hindi, or Mandarin-speaking cohorts. Applications require submission of memoranda of understanding with at least two licensed mental health facilities located in counties where foreign-born residents comprise more than 20 percent of the population. Unlike Delaware applications, New Jersey requires demonstration of coordination with the state's existing cultural competency training registry maintained by the Department of Health. This registry records completion rates for mandated modules among licensed clinicians, allowing applicants to identify specific gaps in training coverage for South Asian and West African populations. Research designs that propose new training without first analyzing registry data will receive lower priority scores.
Capacity requirements extend to data security protocols because New Jersey's electronic health record systems vary significantly between hospital networks serving urban Essex County and those serving rural Salem County. Investigators must describe encryption standards and data-sharing agreements that comply with both state privacy statutes and federal research regulations. Projects lacking documented partnerships with at least one New Jersey-based institutional review board will be returned without review.
