Grant Overview

New Jersey's population density reaches 1,200 residents per square mile overall, yet southern counties such as Cumberland and Salem average under 350. This split produces measurable differences in youth access to nutrition education. Northern counties contain extensive transit networks and supermarkets within two miles of most high schools, while southern rural tracts report average distances exceeding eight miles to full-service grocery stores. State health data show obesity rates among high school students at 16 percent in Essex County compared with 24 percent in Cumberland County.

Students in urban districts encounter barriers tied to food environment quality rather than distance. High schools in Newark and Paterson operate under strict bell schedules that limit time for after-school programs, and many families rely on SNAP benefits that prioritize shelf-stable items over fresh produce. In contrast, rural districts face fewer after-school transportation options and limited numbers of registered dietitians available for school partnerships.

The $10,000 grant is restricted to accredited colleges and universities. Eligible applicants must document current enrollment of at least 50 New Jersey undergraduates and submit a letter from the institution's sponsored programs office confirming compliance with federal human-subjects requirements. Applications require a line-item budget showing at least 60 percent of funds allocated to direct student stipends or supplies, with no more than 20 percent permitted for faculty release time. Proposals must also include a one-page memorandum of understanding from at least one New Jersey high school that lists the number of students expected to participate and the exact meeting space provided at no cost.

New Jersey differs from Pennsylvania and Delaware in its requirement that every participating college demonstrate service delivery capacity across both Planning Area 1 (metropolitan) and Planning Area 5 (rural) designations within the State Development and Redevelopment Plan. This cross-area obligation does not appear in neighboring state applications. Healthy Cooking Workshops for Youth in New Jersey must therefore include documented travel budgets for students or chefs to move between Rutgers-Newark and Cumberland County College sites.

Implementation centers on 8-week workshop cycles hosted on college campuses during weekday evenings or Saturday mornings. Each cycle assigns teams of four undergraduates to plan menus, source ingredients from local food distributors, and deliver standardized nutrition lessons aligned with New Jersey Core Curriculum Content Standards for Comprehensive Health and Physical Education. Pre- and post-program surveys track changes in vegetable identification and reported home cooking frequency. Data collection occurs through Qualtrics instruments managed by the college's institutional research office, with aggregate results submitted to the funder within 60 days of cycle completion.
