Documentation of prior wages at least 20 percent above the current local median is also required.
Applications are submitted through the state’s One-Stop Career Center network. Required materials include a separation notice from the employer, W-2 forms for the two preceding years, and results from a standardized skills assessment administered at approved testing sites in Newark, Trenton, or Camden. Processing times average 45 days, with priority given to applicants whose prior occupation maps directly to targeted growth sectors such as biomanufacturing or cold-chain warehousing. Incomplete submissions are returned without appeal for 90 days.
New Jersey’s labor market data show that 38 percent of recent displacements stem from automation in distribution centers along the New Jersey Turnpike corridor. Eligibility rules therefore favor workers whose prior roles involved inventory management or quality control rather than general administrative duties. Unlike Pennsylvania’s broader manufacturing-focused criteria, New Jersey requires demonstration that the applicant’s former employer participated in the state’s Worker Adjustment and Retraining Notification filings, creating a narrower applicant pool concentrated around the ports of Newark and Elizabeth.
