New Jersey maintains a pronounced urban-rural split in secondary school infrastructure, with 65 percent of its 1.4 million public school students concentrated in eight northeastern counties while the remaining 35 percent attend schools across 13 southern and northwestern counties that average 40 percent lower per-pupil STEM lab funding. This distribution creates measurable gaps in hands-on science equipment, with rural districts reporting 2.8 lab stations per 100 students compared to 7.4 in urban-suburban districts. Students from developing countries who have completed secondary education and seek undergraduate STEM pathways encounter these same facility constraints when they arrive in New Jersey under the scholarship. The scholarship requires applicants under 25 years old who demonstrate academic excellence through secondary transcripts and a documented record of community service. In New Jersey the service component must be verified through local school records rather than national programs common in more centralized education systems. Unlike Pennsylvania or New York applications, New Jersey requires applicants to show capacity to operate in both high-density urban districts and low-density agricultural counties within a single state. County-level data from the New Jersey Department of Education show that 22 rural high schools lack advanced placement physics sections entirely. International applicants must therefore document prior independent lab work to offset missing local infrastructure. Application packages require submission of Form I-20 from a New Jersey institution plus secondary transcripts translated and evaluated by a member of the National Association of Credential Evaluation Services. The scholarship review assigns additional weight to applicants who identify a New Jersey county with documented STEM teacher vacancy rates above 12 percent, a threshold met by Salem, Cumberland, and Warren counties in 2023. Once awarded, recipients must complete at least one semester at an institution located outside the Newark-Jersey City corridor to satisfy the rural exposure criterion. This placement rule distinguishes New Jersey from neighboring states that do not impose intra-state geographic distribution requirements. Recipients are also expected to maintain a 3.0 GPA while participating in at least one approved service project tied to the county where their host institution is located. The scholarship covers tuition, fees, and a monthly stipend calibrated to New Jersey’s higher cost of living index of 124.3. Renewal requires annual submission of county-level service verification forms signed by the host institution’s community liaison officer.
