State data show that existing providers operate at 1.2 case managers per 50 families, well below the recommended ratio for coordinated entry systems.
Infrastructure constraints include aging shelter facilities in Newark and Jersey City that were built before current fire and accessibility codes, requiring major capital upgrades before new service contracts can be executed. Workforce shortages are acute: the state’s licensed clinical social worker pipeline produces roughly 340 new entrants annually against an estimated need of 1,100 positions across family homeless programs. Transportation gaps further limit service delivery; only 38 percent of shelter locations outside the PATH system connect directly to NJ Transit rail, forcing families to rely on county paratransit that operates limited evening hours.
Workforce composition data reveal that 62 percent of current shelter staff hold bachelor’s degrees or lower, limiting their ability to manage complex behavioral-health and workforce-development components required under new funding streams. Broadband access inside many family shelters remains below 25 Mbps, constraining telehealth and online job-training modules.
Readiness requirements therefore emphasize demonstrated ability to stand up inter-county referral protocols within 90 days and maintain at least one full-time data analyst for HMIS compliance. Applicants must document existing memoranda of understanding with at least two workforce-development boards and provide evidence of current shelter bed contracts with the Department of Community Affairs. Unlike Pennsylvania programs that can leverage contiguous urban networks, New Jersey requires explicit demonstration of cross-county transport solutions due to the state’s linear geography and separate northern and southern transit authorities.
Organizations must also submit facility inspection reports completed within the prior 18 months and a capital-improvement timeline that aligns with any requested construction or renovation funds. Priority weighting favors proposals that pair existing Section 8 vouchers with on-site job training located within three miles of participating shelters.
