New Jersey's Coastal Exposure and Youth Environmental Health Barriers New Jersey ranks among the states with the highest percentage of residents living in census tracts exposed to both extreme heat and recurrent coastal flooding, with 42 percent of its 9.3 million residents in the 100-year floodplain or urban heat island zones according to 2023 NOAA and state environmental data. This barrier is particularly acute along the Hudson River waterfront and in older industrial cities where combined sewer overflows coincide with summer heat waves. Youth between ages 14 and 24 in Essex, Hudson, and Union counties experience asthma hospitalization rates 2.4 times the state average, driven by ozone spikes that have increased 18 percent since 2010. Low-income households in these areas lack access to air-conditioned community spaces, and school curricula have not incorporated localized climate-health modules despite state science standards updates. The affected population includes first-generation immigrant families in Passaic and Bergen counties whose children attend schools without dedicated environmental science electives, as well as adolescents in Cape May and Atlantic counties whose seasonal employment in tourism leaves limited time for after-school programs. These groups show lower participation in existing federal environmental grants because application portals require institutional sponsors that are concentrated in the Princeton-New Brunswick corridor. The grant mechanism requires lead applicants to be research or educational institutions. New Jersey institutions can meet this by partnering with county vocational-technical districts to co-develop youth-led monitoring projects that track heat-related emergency visits against local temperature and flooding data. Proposals must include Memoranda of Understanding with at least two school districts located in ZIP codes where the percentage of residents under 18 exceeds 25 percent and where median household income falls below 80 percent of the state median. Applications are scored on demonstrated capacity to maintain community-based sensor networks for a minimum of 24 months, with data deposited in the state's open environmental data portal. Unlike Pennsylvania or New York applications, New Jersey reviewers require explicit mapping of project sites against the Department of Environmental Protection's environmental justice mapping tool and letters of support from county health officers rather than municipal governments.
