In 2023 state data, only 38 percent of seniors from Camden, Newark, and Paterson high schools enrolled in four-year institutions, compared with 60 percent from Morris and Hunterdon counties.
Who Should Apply in New Jersey Emerging nonprofits must document service to households with incomes below 200 percent of the federal poverty level and show at least 70 percent of participants attending schools where the free and reduced-price lunch rate exceeds 55 percent. Applications require baseline enrollment data drawn from the New Jersey Department of Education's NJ SMART system and letters from the target district confirming no duplicate services.
New Jersey's 21 counties contain 565 municipalities with sharply different property-tax bases. Organizations operating in Essex, Hudson, or Cumberland counties face higher transportation costs for SAT prep and campus visits because public transit schedules do not align with after-school hours. Suburban districts in the same state maintain dedicated college counselors; urban districts average one counselor per 450 students.
Application Requirements in New Jersey Proposals must list specific community colleges and state universities within 30 miles of the service area and provide memoranda of understanding for transcript sharing. Budgets may request up to $85,000 annually for stipends, test-fee coverage, and part-time staff, but must demonstrate a 20 percent match from local corporate partners.
